Has anybody been charged with having narcotics lately?

i know this doesnt sound right but if you can tell me, is weed considered a narcotic now. my b/f got arrested yesturday for drinking under age and having narcotics. he told me it was only weed. but weed is a pharaphnilia.. this is in virginia so maybe its different.. do you know?
