What are the different levels of high school choir?

It's different from school to school, but generally chamber choir is more advanced than concert choir. Chamber choir probably has a more intense audition process. As for the women's group, they probably exist because there are many more women than men interested in choir at your school. Ensemble usually denotes a smaller group, so I would guess that this is the more prestigious of the two.
