Astronomy question on celestial sphere and rising/setting of stars?

I must confess to struggling with the celestial sphere a bit, so I find myself tied in knots when figuring out the celestial equator etc. So to help me, what conditions must a star meet if it is to normally rise and set at a latitude of - 30, and what are a couple of constellations that would fulfil these conditions over their entire area in the sky?
